The province of Ilocos Sur holds various annual festivals to celebrate traditions, customs and thanksgiving in very colorful ways; they are:
Tobacco Festival

This is an annual festival celebrated every March 28-31 to promote major industry of the city, tobacco, and is celebrated during the cityhood anniversary. Activities include open street dancing competition, marching band competition, tobacco rolling, calamay (rice cake) eating contest, basketball with celebrities, beauty pageants, concerts, singing contests, motocross, mountain bike competition and boxing.Read More: http://www.visitmyphilippines.com
Binatbatan Festival

The “Heritage City,” as Vigan is known, bursts into merry colors through its Binatbatan Festival, held every January 25th luring hordes of local and foreign tourists to its streets lined up with ancestral houses.
The festival got its name from the Iluko term batbatin, or separating cotton balls from the seeds of the local fruit tree kapas sanglay. The cotton balls are then spun and used in weaving the abel, which Chinese merchants then residing in Ciudad Fernandina, the Vigan of old, exported and which was among the local products shipped during the galleon trade from the 15th to the 18th century.
