Held every September 24-October 7 in Jose Panganiban, Camarines Norte to coincide with the Feast of Our Lady of the Most Holy Rosary, the festival aims to forge unity and cooperation among the local community, promote culture and arts, revitalization of mining industry, exposition of the town’s best, homecoming and involvement of Balikbayans, all geared towards advancement and economic growth.
