Rice, the nation’s staple food, is celebrated in fiestas and festivals worldwide. In the Philippines, primarily an agricultural country, rice festivals are held from January to October each year to mark planting and harvesting. The month of April is “Panagyaman Rice Festival Month” pursuant to Presidential Proclamation No. 606 issued in 2004 to honor Filipino farmers and their families.
“Panagyaman” is the Ilocano term for thanksgiving. Rice festivals are held in many provinces: Ani and Mannalon in Ilocos Norte, Sinanggiyaw in Cebu, Pahiyas in Quezon, Pasalamat in Negros Occidental, and Pagdiwata in Mindoro. The province of Nueva Vizcaya used to be a territory of Cagayan Valley which was then ruled by one governor. In 1902, Nueva Vizcaya was granted civil governance. In commemoration, Panagyaman Festival celebrates the establishment of the civil government of Nueva Vizcaya. This is a week-long festival usually held every May 19-24. It is a very festive and colorful celebration. The people of Nueva Vizcaya get busy with a slew of activities that range from very entertaining street parades, float parades and cultural shows.
